I. Background and Objectives
As global populations age, the demand for long-term care (LTC) services, particularly end-of-life care and palliative care, has grown significantly. Many countries have implemented long-term care insurance (LTCI) policies to address the financial and social challenges associated with providing quality care for individuals with chronic illnesses or terminal conditions. However, there is a need to better understand international best practices, policy frameworks, and implementation strategies to improve the effectiveness of LTCI systems in delivering end-of-life and palliative care services.
The purpose of this RFP is to solicit proposals from qualified research institutions, consulting firms, or academic organizations to conduct an in-depth study on international LTCI policies and practices related to end-of-life care and palliative care. The study will identify successful models, challenges, and lessons learned to inform the development and improvement of LTCI systems globally.
II. Scope of Work And Project Amount
The selected contractor will be responsible for the following tasks:
Literature Review and Policy Analysis:
Conduct a comprehensive review of existing literature on LTCI policies and practices related to end-of-life care and palliative care.
Analyze the policy frameworks, funding mechanisms, and service delivery models in at local with established LTCI systems
Case Studies:
Select and analyze 3-5 case studies of local with innovative or effective LTCI policies for end-of-life and palliative care.
Highlight key success factors, challenges, and lessons learned from each case study.
Stakeholder Interviews:
Conduct interviews with key stakeholders, including policymakers, healthcare providers, insurers, and patient advocacy groups, to gather insights on the implementation and impact of LTCI policies.
Report and Recommendations:
Prepare a comprehensive report summarizing the findings of the study.
Provide actionable recommendations for policymakers and stakeholders to enhance the design and implementation of LTCI systems for end-of-life and palliative care.
Dissemination:
Disseminate study results and submit them to a peer-review academic journal for publication.
Project Amount: GBP 26,100
III. Eligibility Criteria
Qualifications:
The bidder must be a registered research institution, consulting firm, or academic organization with expertise in health policy, long-term care, or palliative care.
Demonstrated experience in conducting international comparative studies on health or social care systems.
Technical Expertise:
Strong understanding of long-term care insurance systems and end-of-life care policies.
Experience in qualitative and quantitative research methods, including policy analysis, case study development, and stakeholder interviews.
Team Composition:
The project team must include experts in health policy, gerontology, palliative care, and international healthcare systems.
A project manager with proven experience in managing similar research projects.
IV. Proposal Requirements
Proposals must include the following components:
Technical Proposal:
Detailed methodology and work plan for conducting the study.
Timeline with key milestones and deliverables.
Team composition and CVs of key personnel.
Examples of similar projects and references.
Financial Proposal:
Detailed budget breakdown, including personnel costs, travel expenses, and other direct costs.
Payment schedule linked to deliverables.
V. Evaluation Criteria
Proposals will be evaluated based on the following criteria:
Technical Approach (40%):
Clarity, feasibility, and innovation of the proposed methodology.
Alignment with the objectives and scope of the study.
Expertise and Experience (30%):
Qualifications and experience of the project team.
Track record of completing similar projects.
Cost-Effectiveness (20%):
Reasonableness and transparency of the proposed budget.
Timeline and Deliverables (10%):
Feasibility of the proposed timeline and ability to meet deadlines.

VII. Terms and Conditions
The contract will be awarded to the bidder whose proposal offers the best value, considering both technical and financial aspects.
The selected contractor will be required to sign a confidentiality agreement and adhere to ethical research standards.
The contract will include a clause for termination in case of non-performance or failure to meet agreed-upon deliverables.
